The theory does not categorize countries based on population. The third type of social system, according to Wallerstein, are the world-economies. Unlike world-empires, the world-economies have no unified political system; nor is its dominance based on military power alone. However, like a world-empire, a world-economy is based on the extraction of surplus from outlying districts to those who rule at the center.

Wallerstein's central thesis is that the whole world was enfolded into a European-dominated world system in the 16th century, positioning all regions even before they became modern states into relations between the "core" (advanced industrializing states) and the "periphery" states, whose politics and economies were permanently reshaped by their role as sources of raw materials and markets for the core. According to Wallerstein himself, critique of the world-systems approach comes from four directions: from the positivists, the orthodox Marxists, the state autonomists, and the culturalists. The positivists criticize the approach as too prone to generalization, lacking quantitative data and failing to put forth a falsifiable proposition.
